CINCINNATI - The Green Bay Packers are down to only two options when it comes to injured linebacker Desmond Bishop.

After the NFL Players Association failed to ratify a proposed change to the injured reserve rule, the Packers now have to decide whether to use a roster spot on Bishop if they hope he can play late in the season or end his season by placing him on injured reserve.
