New rules for campaigns

I propose a set of rules for any elected office:

Limit dollar spending on all forms of advertising. A limit would be set for each elected office based on its ranking - president of the United States being the highest.

All forms of campaigning would start 31 days prior to Election Day and cease three days prior to Election Day.

No telephone calls.

Dollars spent on our most recent campaign would have been better spent on humanitarian needs.

Can't a candidate for any office relate his program to us in 28 days?
