U.S. Sen.-elect Tammy Baldwin says she is "disappointed" in Gov. Scott Walker's decision to forego implementing a state-run health insurance exchange and instead rely on the federal government to implement the virtual marketplace.

Walker's decision was not surprising to many, given his and the Republican party's opposition to the Affordable Care Act.

Baldwin, a Democratic Madison congresswoman, defeated former Gov. Tommy Thompson last week to replace retiring Sen. Herb Kohl. ...
