State lawmakers say the looming fiscal cliff, along with a federally managed state health insurance exchange that could siphon money from Wisconsin, might make it difficult to increase public school funding.

"We just don't know what's going to happen in Washington between now and January - we don't know what our costs will be," said state Sen. Mike Ellis, R-Neenah.
