When it comes to managing county jails, sometimes it's better when things don't go exactly according to plan.

Brown County opened its new jail 11 years ago fully expecting to be in the middle of a $34 million expansion right around now. In fact, as recently as 2009, county consultants were recommending two $17 million expansion phases.

Technology, innovation and a bit of luck have pushed it off indefinitely. ...
