As the fastest-growing part of the state budget, medical assistance programs pose a difficult challenge.

In a struggling economy, more people become eligible for assistance, yet because of those economic conditions, the state has a harder time funding those programs at the same level.

In the last two-year state budget, medical assistance funding grew by a massive $1.2 billion, yet changes still had to be made to the programs to limit spending. ...
