Charges dismissed in puppy abuse case

A Wood County prosecutor has dropped the charges against an 18-year-old former Wisconsin Rapids man who had been accused of cutting off a puppy's ears.

Nong F. Vang was first charged in juvenile court in 2009 but then left the area, Wood County Assistant District Attorney Kelly Lehn said. This year, authorities refiled the charge in adult court.

Juvenile charges are filed in the county where the defendant lives; it doesn't matter where the crime was committed, Lehn said. Adults are charged in the county where authorities think the crime took place. As part of proving a case against an adult ...
