Pete Helein knows what it's like to be a rank-and-file beat cop patrolling the streets of Appleton.

Prior to taking the helm of the Appleton Police Department Dec. 30, Helein spent 29 years as a patrol officer, operations supervisor, commander of detectives, school liaison officer and most recently deputy chief.

When David Walsh abruptly resigned as police chief last November, Helein was the only candidate considered for the job that pays $110,367 annually. ...
