Congress handed a December defeat to owners of a passenger and vehicle ferry that dumps coal ash into Lake Michigan as it travels between Wisconsin and Michigan.

A Coast Guard reauthorization bill passing in the House and Senate stripped language requiring the U.S. Environmental Protection Agency to give the go-ahead to the nearly 60-year-old S.S. Badger to keep operating.

With future Lake Michigan crossings between Manitowoc and Ludington, Mich., in jeopardy, the HTR Media news staff selected the uncertain fate of the Badger as No. 3 on the list of the top 10 stories of 2012 in Manitowoc ...
