Gov. Scott Walker has a lot on the line in 2013.

The state budget Walker proposes in February and ultimately gets passed next year will help shape whether Wisconsin voters decide to re-elect him in 2014 or make him a one-term governor.

Expect the governor's spending proposal to include moderate tax cuts for residents and additional measures aimed at spurring economic development and more jobs, said Joe Heim, a professor of political science at the University of Wisconsin-La Crosse. ...
