Gov. Scott Walker has a lot on the line in 2013.

The state budget that Walker proposes in February and ultimately gets passed this year will help shape whether Wisconsin voters decide to re-elect him or make him a one-term governor in 2014.

Expect the governor's upcoming spending proposal to include moderate tax cuts for Wisconsin residents and additional measures trying to spur economic development and create more jobs, said Joe Heim, a professor of political science at the University of Wisconsin-La Crosse. ...
