Recently, University of Wisconsin system President Kevin Reilly, strongly backed by Gov. Scott Walker, announced a "watershed" program: "a 100 percent competency-based online (college) degree."

It will be a "flexible pption" degree in nursing, information technologies, and business and management. Additional programs will be offered in the future.

The program information sheet states that the students "will be able to complete their degree without having to set foot on campus." ...
