Green Bay should work with shelter

After hearing recently that the city of Green Bay issued a citation to St. John the Evangelist Homeless Shelter, it left me wondering why the city would attempt to hinder the only solution to the homeless problem in the Green Bay area.

The shelter is clearly attempting and working toward a goal that the city simply has not been able to achieve. The city should be embracing the solution with open arms.

But instead they issue them a citation. Why? Does the shelter hurt the image of the developing downtown? Is the city trying to downplay a prominent issue that it can't solve? Do city officials simply not care about the homeless?

Obviously none of these reasons justify making the homeless of Green Bay sleep on the streets during these cold winter months. The city should start working with the shelter and acknowledge that there is a real problem.
