Two Rivers board approves teacher handbook

Beginning July 1, teachers in Two Rivers Public Schools will work for the first time under a handbook developed by administrators rather than a negotiated contract. The handbook had been approved by the school board's Policy Committee on Jan. 7, and the full board approved it Monday evening.

Act 10, which was signed into law in 2011, removed collective bargaining rights for everything except base wages, giving school districts the authority to unilaterally determine all other provisions, ranging from health insurance to sick days to teacher evaluation and discipline.
