The drumbeat is again growing louder for tougher drunken driving penalties in Wisconsin

Statistics, however, strongly suggest that efforts already in place have made a significant impact on curtailing highway dangers. Statewide, convictions fell by almost a one-third over five years, according to the state Department of Transportation.

Still, two Republican lawmakers say they intend to further strengthen Wisconsin's drunken driving penalties - less than three years after a broad set of reforms enhanced the penalty structure. ...
