A first look at the 2013-14 budget for the Manitowoc Public School District shows a potential tax levy decrease of 1.4 percent. Ken Mischler, director of business services for the MPSD, presented his preliminary draft of a $64.7 million budget to the Board of Education on Tuesday.

Mischler presented three scenarios - one based on a revenue limit with no increase in per pupil spending (although he said it wouldn't actually be zero, thanks to two exemptions the district receives because it is a low-spending district), one based on a $100 increase for each student, and one based on a $200 per pupil ...
