Grand View Terrace Apartments earns high performer award

The U.S. Department of Housing and Urban Development (HUD) has awarded Grand View Terrace Apartments, Algoma, with a certificate of excellence for achieving a High Performer designation for fiscal year 2012.

Grand View Terrace Apartments, governed under the Algoma Housing Authority, is a 39-unit apartment building for elderly, disabled and near-elderly at Grandview Court in Algoma.

Mary Noah, executive director, credits her staff and the tenants themselves for the award. Lyn Thor, office manager, and maintenance staff Jeff Kroening and Lisa Deprey-Gospodarek are dedicated to keeping the building a quality place to live, Noah said.

HUD has established four categories under which a housing authority is assessed: physical, financial, management and capital funds. A complex on-site inspection is done by an agency under contract to HUD, in which points are calculated based on deficiencies found at the housing authority.

To assess the authority's management capabilities in all major areas of program operations, the contractor studies vacancies, uncollected rent, reporting, file management, and maintenance among other factors. The financial components look at the authority's fiscal stability, including operating reserves, contract administration and budget controls.

The Board of Commissioners for the housing authority are Rowena Gorz, Maynard Zima, Sara Guth, Lana Reinhart and Rita Clark.
