Labor costs for the City of Fond du Lac are down with a newly implemented pay plan and changes handed down by the state.

Salaries and benefits for the City's roughly 350 employees - $27.17 million for 2013 - represent about 75 percent of its annual budget. The figure is down more than $1 million from two years ago.
