City has success encouraging department heads to become residents

The city of Oshkosh has a residency requirement for department heads, but city leaders say a little encouragement to move to the city has worked just fine for years.

While Oshkosh Area School District leaders say they don't think a residency requirement will stem heavy turnover among administrators, the Oshkosh Common Council enacted a residency policy in 2010 that City Manager Mark Rohloff told them wasn't necessary.
