A low percentage of Oshkosh school administrators living within the district coupled by a high turnover rate could indicate why the school system has been viewed as a training ground rather than a destination.

About half of the administrators who resigned from Oshkosh schools in recent years lived in homes outside the district, some as far as 100 miles away, Oshkosh Northwestern Media discovered while reviewing district reimbursement records, which list employees' home addresses. Half of the district's current top administrators still live in other communities.
