Q: Is it illegal to shovel or blow snow into the street in Appleton? If so, why is it not enforced?

A: Appleton indeed has a law that prohibits shoveling or blowing snow into streets.

Section 16-10 of the municipal code states, “No person shall remove or cause to be removed any snow or ice from his premises, residence, parking lot, parking area, business property or other area onto any public right of way or property.”

The fine for a violation is $169.

Sgt. Dave Lund of the Appleton Police Department said the ordinance is enforced, just not with a big stick. He checked the police department’s records and found both tickets and written warnings for violations, including one issued last month, but officers typically take a softer approach when responding to a snow complaint.

“For the most part, we try to educate people and get their cooperation to not do that kind of thing when it snows,” Lund said.

The ordinance is designed to ensure public safety. Plowing a driveway into the street can leave a windrow of snow and ice for unsuspecting motorists.

Residents can contact the police department’s nonemergency phone number at 920-832-5500 to report a violation.

Callers can remain anonymous, but Lund said it’s helpful to provide contact information in case the officer assigned to the complaint has questions.
