Gov. Scott Walker is defending his plans for the state's Medicaid coverage while announcing other initiatives for his budget proposal today in Green Bay.

The Republican governor on Wednesday announced he would not expand the state's Medicaid services, declining federal money offered for expansion as offered under the Affordable Care Act.

Under his proposal, income eligibility requirements for Medicaid would be tightened and a cap covering childless adults would be lifted. People above the federal poverty line would be eliminated from Badgercare, but they could seek coverage in the ...
