Merrill City Council approves river trail

? The Merrill City Council has passed a resolution that will essentially begin a public-private partnership to begin work on the River Bend Trail.

In the partnership, the River District Development Foundation of Merrill - the group organizing the effort to create the 2.5-mile recreational trail along the Wisconsin River - would purchase land for the trail, including an abandoned railbed, after which the city would take ownership of that land.

The council's approval of the five-year outdoor recreation plan and the resolution means the trail is eligible for state grants and other funding.

The foundation plans to officially kick off its $1 million capital campaign in April.

? Lincoln County is planning a major expansion of its landfill, on the order of 1.2 million cubic yards and at a cost of about $11.5 million over the course of its 15-year life.

Solid waste manager Dan Miller said the county is in the process of getting a license from the Department of Natural Resources for the expansion.

Miller expects work on the expansion to begin in June, with the site ready for use by 2014 to make a seamless transition from the current, nearly full site to the new one.

The landfill is self-funded through fees and generates about $200,000 a year for the county's general fund, Miller said.

? A new $1.7 million water filtration system to get rid of manganese in the city of Merrill got up and running last month, Administrator Dave Johnson said.

Manganese levels in the water were not dangerous, Johnson said, but they affected sitting water and household fixtures, creating black or brown stains in water that had been sitting for a week or more.
