News that Gov. Scott Walker's proposed budget includes an expansion of the state's school voucher program intensified opposition not only among Democrats but also school board members. But proponents are hanging tough to their view that the program will improve education in the state.

Walker will submit his budget proposal to the Legislature on Wednesday. It includes a proposal to expand the state's voucher program beyond Milwaukee and Racine to nine additional school districts, including Green Bay.
