Wausau's City Council is divided over whether the city should pay for a $15 million road-widening project on Thomas Street with property taxes intended for economic development and whether the city should even widen the road at all.

City officials have proposed since last fall - when a Daily Herald Media report revealed that the city would be banned from receiving any federal funds for the road-widening project - allocating $13 million toward the project from tax increment district funds.
