Icy roads and subzero wind chills likely played a large role in low voter turnout in Sheboygan County during Tuesday's primary election, election officials said.

Sheboygan City Clerk Sue Richards said just 16 percent of registered voters cast ballots in the city's three-way mayoral primary that saw incumbent Terry Van Akkeren and County Board Chairman Mike Vandersteen advance to the April 2 general election.

Despite having the area's most high-profile race, Sheboygan's voter turnout was below the 20 to 25 percent that would normally vote in a spring primary in the city. ...
