Changes to Wisconsin's higher education system in the proposed state budget likely are targeting specific groups of people, including those with work experience, transfer students and those looking to go into science fields, according to a group of panelists discussing the budget.

A panel discussion hosted Friday by the Student Government Association of the University of Wisconsin Marathon County and the United Council of UW Students attempted to explain what Gov. Scott Walker's proposed 2013-15 state budget might mean for the UW System and its students.
