School vouchers have been around for more than 20 years, but their effectiveness remains debatable.

A 2012 report by the Wisconsin Department of Public Instruction shows little difference in test scores among public school students in districts that offer vouchers to attend private school or those students who are in private or faith-based schools. Voucher proponents, however, say students moving from public to private or parochial schools are too new to the program to make a fair comparison.
