Green Bay's union police officers are headed to arbitration in a contract stalemate that earlier contributed to a $700,000 city budget deficit.

It will be the first time in 10 years that City Hall has squared off against a labor union in the risky, winner-take-all process of arbitration.

After both sides make their case in a quasi-judicial hearing, a state arbitrator will dictate the terms for resolving all areas of disagreement - with no opportunity for the losing side to appeal. ...
