The superintendent of Oshkosh schools is recommending a referendum to raise property taxes to avoid "tearing the district apart" through budget cuts.

Superintendent Stan Mack II told school board members on Wednesday he considers a plan for closing an estimated $3.5 million budget deficit in next year's budget to be a bridge to a referendum in 2014.
