Wisconsin's open enrollment program, in operation since 1998, can be a boon or bust for school districts' budgets.

Estimates from the Wisconsin Department of Public Instruction show that more than 41,562 students moved between school districts in the 2012-13 school year.

More than $242.8 million in open enrollment transfer aid trailed the students. ...
