Brown County Drug Court, approaching its fourth birthday this summer, graduated its 13th participant Friday.

Vicki Nicholls, 46, of Green Bay completed the program, which provides treatment and structure to drug addicts whom jail, prison and probation have failed to help.

"It's a hard program, but you get out what you put into it," Nicholls said following a half-hour graduation ceremony. ...
