Restaurant owner seeks to oust first-term incumbent

When Justin Nickels was elected mayor in 2009 at 22 years of age, he became one of the youngest individuals to serve as the chief executive of an American city. He had been elected to the City Council as a teenager. Nickels says he and the council have made tough decisions in challenging economic times.

Now, Tony Burgarino, is seeking to become Manitowoc's mayor, stating the city has not achieved its potential. He said he recently sold 51 percent of his Tony's Pizza restaurant. He has served several community organizations but not held elective office.
