April 8, 1988 - First step taken on urban park trail: The proposed Fox River Trail between De Pere and Green Bay took a step forward Thursday when a $20,000 study was recommended by the Brown County Finance Committee.

But, committee Chairman Joan Mills warned there may be hurdles ahead.

The Wisconsin Central Limited railroad has indicated that it is leaning toward abandoning its trackage between Hilbert and Green Bay.

There is a hitch, though. The railroad is reluctant to declare abandonment because that would force the costly removal of a railroad bridge in Allouez.

Brown County Executive Thomas Cuene said negotiations are under way with state officials and railroad representatives, weighing various options that would enable development of the urban parkway.

Mills said she does not know whether the County Board will support the trail as a countywide project or insist that the three affected municipalities and the state pay the lion's share of the cost.
