Oshkosh business owners say successful downtown revitalization efforts have given rise to a new challenge: Finding a nearby place to park.

It's the type of problem most downtowns would love to have: Events like Waterfest and the Farmers Market, restaurants and cafes like Caramel Crisp and Gardina's and residential development combine to pack municipal lots with diners, drinkers, shoppers and residents.

But business owners say employees and customers alike have struggled to adjust to a parking system that features a combination of free, hourly spaces and permit spaces that can be used ...
