I don't stand outside the downtown homeless shelter to check faces, so I don't know for sure who is staying there. But as a downtown resident, I think I could take an educated guess, especially when I see some of the same people shuffling south on Jefferson Street that I do parading past the microfilm machines throughout the day to use the second-floor restroom at the Brown County Central Library, and also standing and harassing women along the downtown trail.
Here are a few things I've observed since last fall:
? One of those men drinking beer in the library's men's room.
? A man badgering a young woman sitting at a microfilm machine to leave the library with him. She politely declined three or four times, explaining that she was from out of town and just trying to research some family history before giving up and leaving the library alone.
? Another library visitor complaining that the same person had been occupying the one stall in the upstairs men's room for more than 20 minutes. (That would be a mild bathroom story.)
? Women walking in the downtown area during daylight being subjected to comments about their body parts.
