Appleton Superintendent Lee Allinger outlines voucher expansion concerns

One of most contentious parts of Gov. Scott Walker's budget plan is his proposal to expand the state's voucher school program.

In the program currently, low- and middle-income families in Milwaukee and Racine can get tax dollars to send their kids to participating private schools. The program started in Milwaukee in 1990 as an attempted solution to low test scores and graduation rates in the Milwaukee Public School District. It expanded to Racine two years ago as part of Walker's first budget. The enrollment is unlimited in Milwaukee and capped in Racine.
