A forum on the proposed state budget's impact on local government Monday night settled into a discussion about the merits of the University of Wisconsin System's $650 million in reserve funds.

University of Wisconsin-Oshkosh Chancellor Richard Wells defended the system's surplus, saying it represents prudent financial management. The forum held at UW-Oshkosh centered on Gov. Scott Walker's proposed 2013-2015 biennium budget, which is under review in the Legislature's Joint Finance Committee.
