During the week of April 15 to 19, Wisconsin observed Tornado and Severe Weather Awareness Week. Communities across the state participated in a statewide tornado drill and organizations used the opportunity to review their disaster plans and/or put them into practice. And rightly so -spring is a turbulent time for disasters, especially tornadoes.

In the event of a disaster, local emergency services are swamped with calls for help and requests for information while trying to stabilize the situation. At the same time, many volunteers come with tools and to share their skills. While this is ...
