Kewaunee County will lose at least 3 percent of its income by 2019 because of the Kewaunee Power Station closing. The town of Carlton will lose 62 percent.

Finding ways to replace those losses isn't as simple as just raising taxes, even if that were politically palatable.

The property of operating utilities are not included on property tax rolls in Wisconsin. Instead, utilities make payments in lieu of taxes based on formulas specific to their operations. Almost all of those payments will decrease because of the nuclear plant shutting down. ...
