Loree Xiong stood near the charred and water-logged remains of the Hilltop Place Apartments complex on Sunday, trying to accept that her family had lost everything in a recent fire.

"I"m just trying to take it all in," she said as her two toddler children waited in a nearby vehicle. "We just came back to see that this really is the reality, it actually is this bad."
