Editor’s note: Today in “What’s the Story?” we answer a question from a reader who wants to know about the seemingly empty building near the Highway 28 overpass at Highway 41 in the town of Theresa.

The plan for N9450 Mohawk Road was to build a small animal clinic, said Town of Theresa Clerk Diane Steger. Construction began in 2009.

The property is owned by Cherokee’s Promise, according to Dodge County Land Records. A building permit for the property was granted to Shannon Buending, Steger said.

According to Town of Theresa Zoning and Planning Commission meeting minutes, the clinic was expected to open in 2013. Steger said construction has been halted for almost two years.

“(Buending) hired a new contractor and they came to town for another conditional use permit (in July 2011),” Steger said. “The permit was to expand on the construction they’ve already done, but they haven’t moved on it at all.”

Steger said the permit has since expired and Buending needs to re-apply for construction to continue.

“We’re unable to talk right now because we’re in pending litigation,” Buending said when asked about the structure.

According to the minutes from the July 27, 2011, town of Theresa Zoning and Planning Commission meeting, a proposal was made to add 20,000 square feet to the building to hold more kennels, treatment rooms and a large banquet room for fundraising.

The commission approved a conditional use permit on July 27, 2011, to build the additions, according to meeting minutes.
