Cost of sobriety: Marco Services funded by county, United Way, grants, donations

When people leave Marco, Manitowoc County's only residential treatment program for people with substance abuse issues, they experience "culture shock," according to Mark Stephens, client services director, and that can lead to relapse.

Marco isn't licensed to offer outpatient counseling, and it's hard for its clients to receive the continued help they need when they graduate from the program because most don't have health insurance and can't afford counseling, he said.
