The woman who would become the "face and voice of City Hall" for the last 35 years can thank Bill Frueh's poor grammar for the job.

In 1977, Frueh, who served as Oshkosh city manager until 1996, was looking for a new administrative assistant. Over lunch at the Grey Fox one day, he recalled his friendly, outgoing waitress having mentioned that she had taught English in Omro for a short time. So he asked Jackie Challis if she'd be interested.
