June 22, 1955 - Tilleman proposes city pay counsel for mayor: A proposal that the city pay for legal counsel for Mayor Otto Rachals in the mandamus action arising from his failure to sign checks for the Lake Michigan water supply was sent to the finance committee by the City Council Tuesday night.

The subject was introduced by Ald. Don Tilleman, who has been a Rachals supporter in the long water controversy. He said the Council should either instruct the city attorney to represent Rachals or hire a lawyer for the mayor. Tilleman noted that the city attorney was in the position of representing the Water Commission, which approved the payments Rachals seeks to block.

"The mayor is acting for the city as a whole in this," Tilleman said.

Rachals has been represented by Christ Seraphim, Milwaukee, in the mandamus action thus far.
