With the 2013-15 state budget signed, officials at Skyward Inc. are prepared to start major expansion plans in Portage County, which include building a multimillion-dollar headquarters.

The budget, which Gov. Scott Walker signed on Sunday, includes a provision for the state Department of Public Instruction to develop a multi-vendor state student information system to bring before the Joint Finance Committee.
