Baldwin targets small-business growth in first bill

Democratic Sen. Tammy Baldwin of Wisconsin is set to introduce her first piece of legislation Thursday, a measure designed to boost small-business growth.

The Small Business Innovation Act of 2013 would increase venture-capital funding for start-ups and create a new fund to provide equity financing for young businesses.

Half the new fund would be set aside for growing industries such as advanced manufacturing, digital media and water technology. Those industries also include life sciences and biotechnology, sectors excluded from Wisconsin's recently passed state ...
