Village officials revealed a plan July 29 to breathe life back into two of its four business development districts in a last-ditch effort to keep them from failing.

Village Administrator Richard Downey said the village needs more time to bring businesses into the two 9-year-old districts and ultimately add to the tax base.

"No one expected the economy to go down like it did in (2008 and 2009)," Downey said. ...
