The NFL appears to have acknowledged that officials erred in penalizing inside linebacker Terrell Manning for a roughing the passer penalty in the Packers’ preseason game against Seattle last week.

Manning was penalized for roughing Seahawks quarterback Brady Quinn. Manning said that as of this afternoon the league had not notified of a fine, which likely means no fine is coming.

“I thought Manning’s hit on the quarterback was textbook,” coach Mike McCarthy said today. “Frankly, when the quarterback jumps in the air and the linebacker is blitzing and hits him in the shoulder and so forth, I don’t know how you don’t have a weight-bearing issue.

“I think the way the rules are defined and written, as opposed to the intent of it – I think there needs to be a second action by a defender in a pinning, weight-bearing mode. That clearly wasn’t the case with Terrell. He hit Brady Quinn, who was in the air – both of his feet were off the ground – when he did hit the ground he continued one fluid motion and rolled off. I didn’t agree with the call at all.”
