Winnebago County Executive Mark Harris announced Friday he will not seek the Democratic nomination for governor, but, he said, his efforts to influence policy and inform voters had just begun.

Harris, who is in his third four-year term as executive, said he would have lacked the time, money and statewide recognition needed to mount a serious challenge to Gov. Scott Walker.

"I don't have sufficient resources to stop working as county executive while I'm running," Harris said. "I think you can do both (work and run for office), but I think I'd have constraints on my time. Combine that with ...
